Abdullah Muhammad Al Owais is the President of the Department of Culture in Sharjah, UAE. He represented Sheikh Dr. Sultan bin Muhammad Al Qasimi, the Ruler of Sharjah, during the ceremony where the Arab Cultural Merit Award was presented to the Sheikh.
