Alastair Needes is a Pākōwhai resident who lost everything during Cyclone Gabrielle and has since been fighting against the Hastings District Council for a fair reassessment of his property’s value and corresponding rates. Frustrated by the council's refusal to adjust rates to reflect the true value of his severely damaged land, Needes has taken a stand by refusing to pay his rates bill.
