Arif Čelaj

Arif Čelaj is a financier associated with the construction of a controversial monument in Vusanje, Montenegro, which has been linked to fascist collaborators from World War II. Although a criminal complaint was filed against him by the Ministry of Culture in 2018, it could not proceed due to the statute of limitations, leading to the dismissal of the case.
