Arnaldo André

Arnaldo André is the foreign minister of Costa Rica and an unofficial candidate for the position of secretary general of the Organization of American States (OAS). He recently published a manifesto outlining his vision for the organization, although he is unlikely to garner significant support due to not engaging in the typical candidacy process and facing criticism from his president.
