Carlos Chinchilla is the secretary of the Board of Directors of the Empresa Nacional Portuaria (ENP) in Honduras. He has played a key role in the controversial lease agreement with Génesis Energías for the construction of a gas plant, which was declared null by the ENP just months after being signed.
