Carlos Duque
Carlos Duque was a Panamanian politician and member of the government during the dictatorship of Manuel Antonio Noriega. He was controversially declared the winner of the 1989 presidential elections, an outcome widely regarded as fraudulent, as the actual victor was Guillermo Endara. Duque's presidency was marked by the illegitimacy of his rule, which was a significant factor in the political turmoil that led to the U.S. invasion of Panama and Noriega's eventual downfall.
