Carlos Wong is the liquidator of Refinería del Pacífico, an organization involved in the management and maintenance of the Acueducto La Esperanza in Manabí, Ecuador. Recently, he has been in the news for addressing the critical state of the aqueduct, which has faced numerous pipe breakages and illegal water connections, leading to the declaration of the area as a hydraulic safety zone by the Ministry of Environment, Water and Ecological Transition.
