Carlton Butler

Carlton Butler is a seasoned law enforcement professional with over 39 years of experience, notably serving as the president of Global Effective Tracking Solutions. He previously held the position of programme administrator for the GPS programme at Washington, DC’s Court Services and Offender Supervision Agency, where he was responsible for tracking high-risk offenders. Butler has been involved in the electronic monitoring sector for many years, providing training to law enforcement agencies and working on reforming electronic monitoring programs in the Bahamas. He recently criticized the Bahamian government's decision to award a contract for electronic monitoring without a competitive bidding process.
