Cèsar Martinell (1888-1973) was a prominent architect from Valls, known for his significant contributions to both residential and industrial architecture in Andorra, particularly through the design of cooperative wineries. He was also deeply involved in the research, conservation, and promotion of Romanesque art in the region. His notable works include interventions on various Romanesque monuments in Andorra between 1962 and 1972, and he is perhaps best remembered for the iconic Casa dels Russos, or Torre dels Russos, which he designed in 1916.
