César Rolón

César Rolón is the director of Logistics at the National Emergency Secretariat (SEN) in Paraguay, responsible for managing the procurement processes for emergency supplies. He has been a key witness in the trial against former Minister Joaquín Roa, where he testified about the alleged irregularities in the bidding processes that favored companies linked to businessman Alberto Koube Ayala.
