Chao Wan-fu

Chao Wan-fu was a high-ranking officer in the Taiwanese military who served as the deputy chief of general staff and military strategy advisor to the president. He was involved in the controversial incident on March 7, 1987, where unarmed Vietnamese refugees were shot on sight by Taiwanese troops, a tragedy that remained shrouded in secrecy for decades.
