D.Sh. is the general director of TNS-INTEC, a company involved in a controversial contract for the construction of an automated early warning system for earthquakes in Almaty, Kazakhstan. Following a major earthquake in January 2024, it was revealed that the system had failed to function, leading to allegations of corruption and misallocation of budget funds. D.Sh. was found guilty of fraud and sentenced to four years of conditional imprisonment, highlighting issues of accountability in public procurement.
