Dioclesian
Dioclesian was a Roman emperor who ruled from 284 to 305 AD. He is best known for his administrative reforms, including the establishment of the diocesan system to manage the vast Roman Empire more effectively. Dioclesian also issued the Edict on Maximum Prices in 301 AD, an attempt to curb inflation by setting price ceilings on various goods and services, which ultimately failed and is often cited as one of the contributing factors to the decline of the Roman Empire.
