Dr. Elliott Bulmer is a constitutional expert and independent consultant known for his work in democracy, governance, and institutional reform. He specializes in constitutional development, particularly within Commonwealth democracies, including those in the Caribbean, South Asia, and the South Pacific. Recently, he was involved in facilitating an education program for the Constitution Reform Commission of Guyana to enhance their understanding of constitutional provisions.
