Elmer Ruano

Elmer Ruano is the president of the Electoral Tribunal of the Colegio de Economistas, Contadores Públicos y Auditores y Administradores de Empresas (CCEE) in Guatemala. He has been in the news recently due to the controversy surrounding the use of propaganda outside voting centers during the election for two commissioners for the General Comptroller of Accounts, where he clarified that while his organization prohibits propaganda inside the voting venue, activities outside the center are not under their control.
