He is known for his extensive contributions to the development of the first Criminal Code of the People’s Republic of China, which was adopted in 1979. As a professor at Renmin University, he has dedicated over seventy years to teaching and mentoring students, emphasizing the importance of critical thinking and independent inquiry in legal studies. Gao is also recognized as one of the first recipients of the national honorific title 'People's Educator' for his significant impact on legal education in China.
