Gendrius Jakubėnas is the chairperson of an apartment building in Panevėžys, Lithuania, who has taken the unusual initiative of creating a shelter within the building for residents to use in case of war. He transformed the common basement area into a refuge that not only serves its primary purpose but also hosts community gatherings, with plans for additional amenities like showers and a sauna. Jakubėnas funded the construction of this shelter using communal funds from the residents, while also encouraging the community to apply for government support for such projects.
