Harley Chappell is the Chair of the Surrey Police Board and also serves as the Chief of the Semiahmoo First Nation, known by his traditional name, Xwopokton. He resigned from his position in protest following the dismissal of Surrey's first police chief, Norm Lipinski, which he alleged was a result of political interference. Chappell has been vocal about the challenges facing the police board during the transition from the RCMP to the newly established Surrey Police Service.
