Hermes García Balmaceda

Hermes García Balmaceda is a retired police commissioner in Paraguay, notable for his controversial history marked by convictions for corruption, including a nine-year prison sentence for breach of trust and a twelve-year sentence for illicit enrichment and tax evasion.
