Houanye Armand Kocou

Houanye Armand Kocou is the Executive Secretary of the Niger Basin Authority (Autorité du Bassin du Niger, ABN), an organization that fosters cooperation among the riparian countries of the Niger River. In December 2025, he was in the news for leading a technical committee meeting in Ouagadougou, Burkina Faso, where experts examined strategic dossiers ahead of the 44th ordinary session of the Council of Ministers. Kocou emphasized the importance of governance, operational efficiency, and the need for innovative solutions to enhance resource management in the Niger Basin.
