Javier Garcés Mosquera

Javier Garcés Mosquera is a retired colonel with extensive experience in military security and intelligence, having served in the Air Force for over 20 years. He has recently been appointed as the Secretary of Security in Cali, Colombia, to help address the city's rising violence, including the recent surge in homicides and attacks from organized criminal groups.
