Joel Kwame’ Seraphin

Joel Kwame’ Seraphin is a Dominican man who was sentenced to 25 years for the murder of Clinton Mannix in 2009. After serving approximately 18 years, his sentence was commuted by the Governor General of Antigua and Barbuda, allowing him to be repatriated to Dominica. During his incarceration, Seraphin took advantage of educational opportunities, graduating at the top of his class in 2022 through an online program for inmates.
