José David Insuasti Avendaño

José David Insuasti Avendaño is the manager of the Unidad Estratégica de Negocios at Empresas Municipales de Cali (Emcali). He has been implicated in an investigation by the Procuraduría General de la Nación regarding alleged irregularities in the selection process for a strategic partner for public lighting services, which has led to scrutiny of the contracting procedures employed by Emcali.
