José Luis Guasch

José Luis Guasch is a former head of the global expert group on Public-Private Partnerships (PPPs) at the World Bank. He has extensive experience in advising governments on infrastructure projects and investment strategies. Recently, he has commented on the implications of Peru's decision to annul its contract with PMO Vías, highlighting the complexities and potential higher costs associated with using government-to-government (G2G) agreements for large-scale infrastructure projects. Guasch cautioned that while G2G can be suitable in exceptional circumstances, it should not be the primary approach due to its fiscal implications and the risks associated with project execution.
