José Manuel Insulza

José Manuel Insulza is a Chilean politician and lawyer who served as the Secretary General of the Organization of American States (OAS) from 2005 to 2015. He has been an influential figure in Latin American politics, holding various positions within the Chilean government, including Minister of Foreign Affairs. Recently, he was in the news for leading the Electoral Observation Mission of Transparencia Electoral, which commended the peaceful and orderly conduct of the Colombian presidential elections held on May 31, 2026.
