Juan Penayo

Juan Penayo is the head of Maintenance at the Hospital Central of the Instituto de Previsión Social (IPS) in Paraguay. Penayo attributed the malfunction to an overload caused by too many people using the elevator simultaneously, and he assured that the response team acted promptly to resolve the situation. He emphasized that while the incident caused panic among those trapped, the staff's reaction time was efficient, taking less than ten minutes to address the issue. Penayo also highlighted ongoing challenges with elevator maintenance contracts, which have faced delays due to protests from competing companies.
