Julia Guardia

Julia Guardia is a prominent Panamanian official who served as the director of the Instituto de Acueductos y Alcantarillados Nacionales (Idaan) during the initial phases of the construction of the Ing. José G. Rodríguez water treatment plant in Arraiján. She signed the contract with the construction company Acciona Construcción S.A. in 2016, which has faced multiple delays and budget increases over the years.
