Julio Cesar de Castilhos Oliveira Costa is a Brazilian desembargador who assumed the relator position for the case involving Tiego Raimundo dos Santos Silva, known as TH Jóias, following the arrest of his predecessor, Macário Judice Neto. Oliveira Costa, who joined the Tribunal Regional Federal da 2ª Região (TRF2) after a notable career in the Ministério Público Federal, is recognized for being the second black individual to hold a federal judge seat in the tribunal's history. He has a law degree from the Universidade do Estado do Rio de Janeiro (UERJ) and has served as the head prosecutor in Espírito Santo.
