Kazybek Isa

Kazybek Isa is a member of the Mazhilis, the lower house of Kazakhstan's Parliament, known for his advocacy on issues affecting ethnic Kazakhs, particularly those returning to Kazakhstan from abroad. Recently, he raised concerns regarding a government pilot project that requires ethnic Kazakhs, known as kandaс, to pass a language proficiency exam in Kazakh. Isa argued that such requirements may infringe on the rights of ethnic Kazakhs, pointing out contradictions within the legal framework and the challenges faced by kandaс in adapting to the linguistic demands imposed by the government.
