Kevin Francis is a Deputy Superintendent of Police in Jamaica who previously served as the officer in charge of the Barnett Street Police Station during the time when Mario Deane was fatally beaten while in police custody in August 2014. He recently testified in the trial concerning the actions of three officers implicated in Deane's death, emphasizing the police's responsibility for the well-being of prisoners and detailing the protocols for managing lockups. Francis is currently stationed at the Westmoreland divisional headquarters.
