Khadra Issa, also known as Umm Qaqa al-Somali, is a Somali-born Dutch national sought by the U.S. for her alleged role in an all-female Islamic State unit in Syria. The U.S. State Department has offered a reward for information on her whereabouts, as she is also connected to the custody of two American children whose mother passed away in Syria.
