Li Cai Rong

Li Cai Rong served as the head of the Four Departments in Yan'an during the difficult years of the Shaanxi-Gansu-Ningxia Border Region. Tragically, he died during a lightning strike incident at a county government meeting in June 1941, which led to significant public outcry regarding local administration and policies.
