Liu Hongruo

Liu Hongruo was an important figure during the Second Sino-Japanese War, serving as the head of the Eighth Route Army's office in Rizhao and later becoming the county mayor of Rizhao County through a unique democratic election process involving local farmers. His leadership was crucial in establishing a democratic government in the anti-Japanese base and implementing policies that alleviated the suffering of local peasants.
