Lorena Polanco Morales

Lorena Polanco Morales is the head of the Legal Advisory Directorate at the Ministry of Environment and Energy (Minae) in Costa Rica, and she recently made headlines by issuing a legal opinion stating that the special law governing the Papagayo Tourist Project prevails over the Forest Law, allowing for limited tree cutting in forested areas designated for hotel development.
