Luis de Unzaga y Amézaga

Luis de Unzaga y Amézaga was a Spanish military officer and administrator, serving as the first governor of the Captaincy General of Venezuela and the provinces of Louisiana and Cuba. He is noted for establishing the first public bilingual education system in the world and for supporting American independence.
