Luis de Velasco

Luis de Velasco, the younger, served as the Viceroy of New Spain during a time of great turmoil, particularly following the devastating floods in 1607. He is noted for his attempts to alleviate the suffering of the city and to implement infrastructure projects to prevent future disasters.
