Manuel Arriaza Chicas

Manuel Arriaza Chicas is the director of the National Civil Police (PNC) of El Salvador and was involved in the attempt to deport Manuel Coto Barrientos back to El Salvador, which ended tragically with a helicopter crash shortly after their departure.
