Marcelo Rubén Bordón Leiva is a former director of the Unit of Contracting at the Instituto de Previsión Social (IPS) in Paraguay. He was recently in the news following his appearance before Judge Rodrigo Estigarribia as part of a legal investigation into the alleged embezzlement of approximately G. 61 billion related to failed surgical unit renovations.
