Nguyễn Văn Luyến

Nguyễn Văn Luyến, born in 1994 and residing in Lào Cai City, gained attention in the news for being fined by traffic police for driving slowly in the emergency lane on the Nội Bài - Lào Cai highway. He was accused of being a 'chim mồi,' a term used for vehicles that intentionally drive slowly to provoke other drivers into illegal overtaking maneuvers. Luyến admitted to his violation, explaining that he was feeling fatigued and sleepy, which led him to use the emergency lane improperly. He was subsequently fined 5 million VND and had two points deducted from his driving license as per regulations.
