Osmar Eliel was a newborn from Santa Librada, Independencia, Guairá, whose tragic death highlighted the severe deficiencies in the local healthcare system. He required urgent neonatal intensive care but was unable to receive timely medical attention due to the inoperability of the local UTI Neonatal unit, which had just been inaugurated. His mother, Rosi Maribel Vázquez, publicly condemned the neglect and lack of infrastructure that led to his death, sparking national outrage and prompting calls for reform in the healthcare system.
