Otto Kuusinen
Otto Kuusinen was a Finnish politician and communist revolutionary known for his role during the Finnish Civil War and the subsequent Soviet-Finnish War. He briefly served as the leader of the puppet government established by the Soviet Union in Finland during the Winter War in 1939. Kuusinen's government was proclaimed in the village of Terijoki, but it lacked widespread support in Finland and was viewed as a Soviet attempt to exert influence over the country.
