Patrick Brooks

Patrick Brooks is the president of the Court of Appeal who presided over Ray Morgan's appeal case. Under his leadership, the court found that Morgan's original sentence was manifestly excessive and that the administrative errors of the justice system had caused significant prejudice to Morgan's right to a timely appeal.
