Paul Bailey

Paul Bailey is a convicted rapist and murderer who has been incarcerated for over 33 years for the brutal killing of Otago schoolgirl Kylie Smith. He was on bail for an attempted rape charge when he committed the crime. Despite being eligible for parole, Bailey has been repeatedly denied release due to his high risk of reoffending and ongoing patterns of misconduct in prison. In 2023, the Parole Board determined he remains a danger to the community and postponed his next parole hearing until at least 2030.
