Paul Rouleau

Paul Rouleau is a Canadian judge who served as the commissioner for a public inquiry into the invocation of the Emergencies Act during the Ottawa convoy protests. His findings, released in early 2023, concluded that the government's decision to invoke the act was appropriate, although he acknowledged the complexity of the circumstances surrounding it.
