Pavel Mitrofanov is a former vice-governor of Tyumen in Russia, currently under investigation for money laundering and linked to previous corruption allegations. He has been living in Latvia as a refugee since 2012 after failing to return to Russia amidst legal troubles, including a conviction in absentia for bribery. Recently, a Montenegrin court ordered the temporary freezing of €1.51 million in his bank account due to suspicions of money laundering.
