Pham Ngoc Thuan

Pham Ngoc Thuan is the General Director of Becamex IDC, a company owned by the People's Committee of Binh Duong Province in Vietnam. Recently, he proposed an innovative plan to construct six tunnels instead of an elevated highway for the Vành đai 3 project in Ho Chi Minh City, which could save the government nearly 19,000 billion VND in construction costs.
