Pham Thi Hoai, a 28-year-old resident of Do Luong district in Nghe An, was recently arrested for allegedly orchestrating a scam where she convinced individuals to transfer money to her under the pretense of urgent financial transactions, promising to return the funds in cash. Authorities reported that she had successfully deceived three victims, accumulating over 10 million VND before fleeing the scene when confronted.
