Rafael F. Bonnelly

Rafael F. Bonnelly was a prominent Dominican politician who served as the President of the Council of State during a pivotal time in the country's history. He is best known for promulgating Law 6132, known as the Law of the Dissemination of Thought, in December 1962, which aimed to regulate freedom of expression in the Dominican Republic. This law was enacted shortly after the fall of the Trujillo dictatorship and was influenced by a 19th-century French law.
