Rahat Yeltizarov is a former akim (mayor) of the Tupkaragan and Munaily districts in the Mangistau region of Kazakhstan. Recently, he was in the news for being arrested for driving under the influence of alcohol, with a blood alcohol level of 0.22 promille. Following his arrest, he was sentenced to 15 days of administrative detention and had his driving privileges revoked for seven years.
