Rait Kuuse is the Deputy Secretary General of the Ministry of Justice and the head of the prison service in Estonia. He is currently involved in negotiations for an international agreement that would allow criminals sentenced in Sweden to serve their prison time in Tartu, Estonia. As of May 29, 2023, he reported that the number of inmates in Estonian prisons has reached a historic low of 1,599.
